Police commission approves retroactive agreements for law-enforcement services at housing developments

The Police Commission voted Jan. 23 to recommend that the Board of Supervisors retroactively approve memoranda of understanding between the San Francisco Police Department and the San Francisco Housing Authority for supplemental law-enforcement services at designated housing developments.
Commander Works described the program’s scope: officers known as Housing Officers are dedicated to particular public-housing developments and perform community liaison duties; current coverage described in the meeting includes four sergeants and 32 officers assigned across Alameda, Alice Griffith, Hayes Valley, Hunters Point East and West, Westbrook Apartments, Hunters View, Plaza East, Potrero Terrace and Annex, and Sunnydale.
The commission handled two related agenda items: one to ratify FY2011-12 funding (identified at $1,000,000), and a second item for FY2012-13 ($1,115,000, pro-rated for activation date) and FY2013-14 ($1,300,000). Both items were moved, seconded and approved during the meeting; no roll-call breakdown was recorded in the public transcript for these items and commissioners voted to approve each motion by voice vote.
Commander Works said the FY2012-13 figure is higher than FY2011-12 because additional developments (Bernal Dwellings and Valencia Gardens) were added and because the FY2012-13 figure reflected a full-year charge for later years after January activation. The commission’s recommendations will be forwarded to the Board of Supervisors for final action.
