OCC reports lower sustained rates, mediation activity and flags pursuit policy revisions

Joyce Hicks, director of the Office of Citizen Complaints, told the Police Commission that OCC's third-quarter 2012 report showed improvements in case handling and a 6 percent sustained rate.
Hicks said OCC received an adjusted total of 186 complaints for the quarter and closed 203 cases, and that 13 complaints resulted in sustained findings (a 6 percent sustained rate). The OCC mediation program handled 12 mediations during the quarter and the office closed more cases than it opened, reducing its pending inventory.
The director described policy work with the department that led to two department bulletins: DGO 12-142 (restrictions on use of pass keys to enter single-room-occupancy hotels and other premises) and DGO 12-145 (prohibiting officers under investigation from talking to witnesses or victims). Hicks said OCC and the department continue to work on language access for limited-English-proficiency victims and on revisions to the pursuit policy (DGO 5.05), which the department is reviewing through concurrence processes.
Hicks also summarized complaints connected to Occupy SF (multiple alleged misconduct categories) and single-room-occupancy hotel complaints (alleged unlawful entries and searches). She reported that several officer-involved shooting matters were in the OCC inventory and that sustained reports were being processed by the legal unit.
Commissioners thanked the OCC for improved closure rates and asked about timing for the pursuit-policy calendar; the OCC said it had made comments and the command staff was reviewing the DGO and concurrence was underway.
