Chief's report shows flat violent crime in 2012, spike in property crime and several high-profile incidents

The chief's report recounted New Year's Eve policing across multiple districts, including felony arrests, assaults and intoxication detentions. The department relayed separate incidents during the holiday period: a 15-year-old shot in the hand, an 11-year-old wounded in the foot, and a stabbing at Pier 39.
Deputy briefing materials described a Jan. 1 traffic stop-turned-felony arrest in which the suspect fled, struck another vehicle and was taken into custody; that crash fatally injured a 29-year-old passenger and a 26-year-old pedestrian, and left others critically injured. The suspect was described in the record as a 19-year-old charged with multiple counts, including murder and attempted murder.
The department also highlighted a new public-facing "lineup" tool launched Dec. 4 that posts videos of suspects on the department website to solicit tips; officials said the tool helped generate leads in at least three of six recent posted cases and aided identification in a Tenderloin robbery case.
Commissioners asked follow-up questions about homicide totals and whether the fatal bystander death was included in 2013 counts. The deputy chief confirmed the crash and related killings are included in 2013 totals because they occurred after New Year's Day.
