SFPUC approves consent contracts, USDA agreement and power disclosure; several items carried by voice vote

At its meeting the San Francisco Public Utilities Commission approved a package of consent items, authorized a federal agreement for watershed management and accepted the 2011 power‑source disclosure required by state law.

Consent calendar. Commissioners approved items 8a–8e by voice vote. Notable consent items included a modification to Ranger Pipelines contract WD‑2541 increasing the contract by $22,241,995 for a total of $83,800,000 and a time extension of 129 days; an award of contract WW553 for an amount not to exceed $2,983,550; and other contract adjustments and non‑monetary term extensions. Item 8f was discussed and then approved after the head of real estate services said negotiating staff would respond to a commissioner’s detailed questions at the next hearing.

Cherry Reservoir memorandum. The commission authorized the general manager to execute a memorandum of agreement with the U.S. Forest Service to provide comprehensive Cherry Reservoir watershed management and security for an amount not to exceed $1,188,805 and a five‑year term; the motion carried by voice vote.

Power‑source disclosure. Barbara Hale, assistant general manager for power, presented SFPUC’s 2011 power‑source disclosure for the California Energy Commission and asked commissioners to attest to its veracity as required by state law. Commissioners asked technical questions about large hydro grandfathering under RPS rules; Hale confirmed Hetch Hetchy power is treated under the prior statutory framework and that the label discloses large‑hydro and traditionally eligible resources. The commission voted to verify and approve the disclosure.
