SFPUC approves $15 million purchase of Bayview site for wastewater operations

The San Francisco Public Utilities Commission voted Sept. 25 to authorize the general manager to execute a purchase and sale agreement with Third and Evans Street, LLC for an approximately 4.68-acre property at 1550 Evans Avenue and 330 Newhall Street in the Bayview district for $15,000,000, subject to approval by the Board of Supervisors and the Mayor.
Rosanna Russell of Real Estate Services presented the proposal, describing two buildings (a 31,535-square-foot two-story office building at 1550 Evans and a roughly 20,000-square-foot concrete tilt-up at 330 Newhall) and a large parking area that could accommodate about 200 vehicles. "We seek to have the wastewater enterprise as the primary user," Russell said.
Staff said the property was appraised in March at $16,000,000 and that funding for the purchase was included in the wastewater enterprise capital budget. Commissioners asked questions about valuation; Russell offered to provide the appraisal to any commissioner who requested it. Public commenters supported the purchase as a strategic consolidation for staff near the Southeast Water Pollution Control Plant.
The motion passed unanimously on a voice vote. The purchase remains subject to the usual City approvals and will proceed to the Board of Supervisors and Mayor for final authorization.
