OCC director reports drop in case openings and increased mediations for September

Joyce Hicks, director of the Office of Citizen Complaints (OCC), presented the commission with the September comprehensive statistical report. Hicks said the OCC opened 62 cases from Sept. 1 to Sept. 30, 2012, compared with 69 cases opened the same month in 2011, and that OCC investigators closed 66 cases in September.
Hicks reported that pending case counts have decreased from 428 last year to 321 as of the current report, reflecting reduced investigator caseloads. She said the OCC mediated three cases in September (about 5% of closed cases that month), that 19 officers were offered mediation (with complainant acceptance historically about 50%), and that 49 mediations have been completed to date this year, an increase over the prior year.
In adjudicated cases, Hicks said the chief adjudicated three matters in September related to conduct unbecoming an officer; one of those adjudications will be before the commission. Hicks also listed outreach activities the OCC participated in, including the Tenderloin Resource Fair and language-access programs, and noted that staff attended events in Ocean View, Merced Heights, and Ingleside neighborhoods.
Commissioners asked no follow-up questions during the report; the director closed by offering to provide the report materials to commissioners.
