RBOC panel praises construction management, urges improved schedule reporting and earned-value analysis

The Revenue Bond Oversight Committee presented its 2011 annual report to the commission on March 25. Chairperson Brown summarized two major reviews completed over the year: a two-part audit by the City Services Auditor and an independent construction-management review. The CSA found bond proceeds were expended as intended but recommended program managers update depletion of bond proceeds more frequently.
Gary Griggs, chair of the independent review panel, told commissioners that the construction management team is "exceptional" and that procedures for change management, risk management and contingency control are well written and being implemented. The panel nonetheless found opportunities for improved schedule reporting and suggested expanding earned-value analysis beyond construction into preconstruction and design so the program can better project final cost and schedule.
Long-term panel recommendations included considering alternative delivery methods (for example, design-build or construction-manager–general-contractor) and additional constructability reviews during design to reduce change orders. Panelists also recommended a formal interface-management program for the program's 86 projects to better manage interactions between related projects.
Commissioners thanked RBOC members for oversight and asked for follow-up reports that reconcile differing estimates and make project-completion information actionable for commissioners.
