Police Commission re‑elects president; selects vice president after procedural dispute

The San Francisco Police Commission re‑elected President Mizuko to another one‑year term and, after a contested process that prompted a short recess, chose Dr. Joe Marshall as vice president.

President Mizuko was nominated and confirmed unanimously by roll call during the meeting. The vote for vice president was split after the commission considered two nominations — Dr. Joe Marshall and Commissioner Julius Terman — and briefly recessed to consult procedural guidance. When voting resumed, Marshall received four roll‑call votes and Terman three.

Commissioners who backed Terman argued the commission should return to a practice of sharing leadership between mayoral and board appointees. Commissioner De Jesus said the commission needed clearer process rules, urging a pre‑vote discussion about whether to share leadership rather than placing names on the floor first. “I thought we were gonna have some type of discussion about moving forward,” De Jesus said.

Supporters of Marshall cited experience and continuity. Commissioner Loftus praised Marshall’s community work and leadership style, saying it had been “very successful.” Commissioner Kingsley said both nominees would serve well but deferred to the leadership’s prior nomination.

The vote followed a brief recess to confirm the proper procedure for considering multiple nominations and conducting a simultaneous roll‑call ballot. Commissioners stated they would discuss election process reforms for future years.

The results leave Mizuko as president for another term and Marshall as vice president; the commission did not adopt any further changes to its election rules at this session.
