Julie Labonte, WSIP director, told commissioners that five bids were received and the apparent low bidder — a joint venture — committed to local-business participation near 7 percent, exceeding the Human Rights Commission participation goal of 5 percent. Labonte described the award as a key WSIP milestone.
A protest questioned language in the specifications that requested an affidavit from the electrical subcontractor regarding capability to perform the work. The manager of contracts explained the city attorney's office reviewed the bid documents and related law and determined that the affidavit pertains to a subcontractor's responsibility rather than to bidder responsiveness; the protest was denied as without merit.
The commission moved, seconded and approved the contract award by voice vote.
Commissioners praised staff for advancing the project and noted the award reflects a significant program milestone. The successful bidder will construct an earth-and-rock-filled dam to replace the existing Calaveras Dam in Alameda County and perform related work in Santa Clara County.
