Chief reports lower violent crime, updates on firearm-discharge reviews and pending OIS cases

At the Oct. 19 Police Commission meeting, Chief Gregory Sir reported that violent crime in San Francisco was down and provided updates on internal reviews of officer-involved discharges.
The chief said violent crime was down by about 6% year to date and noted the city has seen an increase of seven homicides compared with last year but remains below peak years cited for comparison. He described recent outreach (job fair, hate-crime summit) and the department—s participation in the regional Urban Shield training exercise.
Sergeant Mike Demond of the Internal Affairs Division presented the third-quarter Firearm Discharge Review Board (FTRB) report. The FTRB convened Sept. 21, 2011, and reviewed multiple cases: one discharge was found to be in policy, one unintentional discharge tied to retraining was found not in policy, and another off-duty discharge was found not in policy with retraining completed. Sergeant Demond reported 10 total pending officer-involved discharge cases (four from 2010, six from 2011) awaiting decisions from the District Attorney or Attorney General for referral.
Commissioners asked about coordination between the FTRB and the OCC investigative timelines. Sergeant Demond explained the department typically completes its administrative review and presents findings even when the OCC case remains open; the FTRB will revisit some matters after OCC findings are available.
The chief also announced a ribbon-cutting the next day for a consolidated Special Victims Unit located on the fifth floor of the Hall of Justice, combining units addressing human trafficking, vice, juvenile and domestic violence.
Next steps: The FTRB will continue scheduled reviews; pending OIS cases await external prosecutorial decisions, and commissioners requested to be updated as findings evolve.
