"This project has been underdeveloped for a number of years," Charles Gutierrez said, describing the effort as part of a citywide priority to replace the Hall of Justice. Gutierrez told the commission the facility will seek LEED Gold certification and will incorporate enhanced seismic design and emergency systems — including a generator able to power essential functions for 96 hours and on‑site potable water and effluent storage to support operations in a major incident.
