PUC: Clean Power SF implementation plan certified by CPUC; service agreement talks with PG&E near completion

Assistant General Manager Barbara Hale updated the commission that the California Public Utilities Commission certified San Francisco’s Clean Power SF implementation plan and that staff are close to finalizing a service agreement with PG&E and a vendor contract with Power Choice Incorporated.
Hale said the final mediated session with PG&E occurred at the CPUC and staff expect to bring a service-agreement document to the general manager once negotiations conclude. The current schedule anticipates continued regulatory and inter-agency review and an implementation contract briefing to the commission on June 8, though Hale and other staff emphasized that additional public and interagency review (Rate Fairness Board, Controller, LAFCO and Board of Supervisors budget review) will occur before any vote.
Commissioners and public commenters raised outreach and marketing concerns. Staff described a broad community outreach push — mailers, social media and hundreds of community meetings — even as PG&E continues high-dollar advertising. Commissioner comments noted a 30-day hold and staged public discussions ahead of any voting action.
Why it matters: Clean Power SF is the city’s community choice aggregation program; certification of the implementation plan is a major regulatory milestone but operational implementation requires finalized service agreements, vendor contracts and interagency approvals.
