Alameda County agreements: The commission authorized the general manager to execute a programming memorandum of agreement with Alameda County that establishes a process for project-specific agreements within WESIP and approved a memorandum of understanding with Alameda County to plan improvements to the town of Sonora/Sonol's water system (including potential bike-lane enhancements on Calaveras Road and fire-protection upgrades funded through retail rates for that retail customer).
Housing Authority MOU: The commission adopted a memorandum of understanding with the San Francisco Housing Authority describing the payment to the SFPUC for condition assessment, operation, maintenance and emergency services at multiple family developments. Staff confirmed that at the five sites covered in the agenda item the housing authority is billed on a master meter and pays the PUC—s adopted rates (a primary-service equivalent that is discounted relative to full retail secondary-service billing). Staff said the arrangement places responsibility for in-complex distribution and poles on the housing authority and that discounted rates apply because service ends at the master meter.
US Army Corps funding: The commission authorized increasing the resources available to the U.S. Army Corps of Engineers, San Francisco District, from $500,000 previously authorized to an amount not to exceed $2,000,000 to support interagency permitting through the end of the Water System Improvement Program (staff noted $378,000 spent to date and agreed to provide annual reporting on expenditures).
