OCC reports fewer complaints year to date; 66 filed in May

Director Joyce Hicks presented the Office of Citizen Complaints (OCC) monthly comprehensive statistical report for the period ending May 31, 2011.
Hicks reported 66 complaints were filed with OCC in May and 326 complaints had been filed year to date through May 31, a 19 percent decrease compared with the same period in 2010. She said the OCC had closed 358 cases and had 394 pending cases as of May 30, and sustained 30 cases — 8 percent of the cases it closed. Hicks also said OCC conducted 30 mediations through May.
Hicks explained an April data-entry error that Commissioner Slaughter had identified had been corrected and clarified how OCC calculates "pending" cases (received minus closed; certain subsets such as merged, voided, withdrawn, or out-of-jurisdiction cases are subsets of closed cases and not double-counted). She credited OCC's mediation coordinator Donna Salazar and described mediation as a common thread in resolved cases where officers and complainants reached a mutual understanding.
Commissioners asked for the schedule of a forthcoming community-policing meeting and for clarification on staffing needs; Hicks said she would provide meeting date/time details and discussed ongoing searches for a court clerk to help manage disciplinary dockets. The OCC director's report and corrected statistics were accepted for the record.
