SFPUC approves consent calendar: JPMorgan LOC, toilet program contract, lease amendment and HDR engineering award

The San Francisco Public Utilities Commission approved multiple consent items and WESIP amendments at its Aug. 11 meeting.
On the consent calendar the commission approved (1) selection of JPMorgan Chase for a liquidity letter of credit facility to support the Water Enterprise’s authorized commercial-paper program (staff referenced award agreement CS7975 and authorized the general manager to negotiate and execute a professional-services agreement); (2) the selection of Southwest Environmental Inc. to provide purchase and installation services for high-efficiency toilets serving SFPUC low-income customers and authorization for the general manager to negotiate the professional-services agreement and to execute a potential $100,000 amendment if needed; and (3) authorization for the director of property to execute a third amendment to the lease for 1155 Market Street, with staff materials showing a figure of approximately $443,719.67 and describing an approximate rate of $38 per square foot per annum in the staff text.
Deputy General Manager Michael Curlin explained that staff had received no responses to the toilets RFP on two postings and had proceeded to direct negotiation with a contractor already performing similar services for other Bay Area utilities and that subcontractors would be union. Commissioners asked for clearer package details in the future when percentage increases are substantial.
Under tab 9 the commission approved Water System Improvement Program (WESIP) contract amendments, including environmental-analysis-service amendments for recycled-water, San Antonio back-pipeline and Crystal Springs pipeline projects; an amendment to a USGS cooperative research agreement to cover additional work on projects such as Harry Tracy and Crystal Springs; and acceptance of completed work on Skyview Aquavista pump-station and city distribution vehicle-service-shop upgrades. Assistant General Manager Cardinal Kelly described the USGS modification as necessary because certain projects required more extensive investigative work beyond the original tasking.
Separately, for item 11 the commission approved selection of HDR Engineering, Inc., as the lead for Peninsula region construction-management services under agreement CS916: Julie Labonte, WESIP director, said the agreement totals $22,000,000 and has a 55‑month duration; four proposals were received and no protests were filed. The motion to award HDR carried by voice vote. The meeting adjourned at 2:51 p.m.
