The San Francisco Public Utilities Commission voted to rescind the award for Water Enterprise contract WD2603 (ALAN's Recovery Project Phase 1B) and to reissue the bid to correct an inconsistency in bid documents concerning the application of a bid discount.
Harley Kelly, Assistant General Manager, told the commission a protest had been filed after the May 12 award because one summary document said a bid discount did not apply while the pre‑bid meeting and administrative code made clear a discount applies to contracts under $10,000,000. Staff said the award itself complied with the code but the summary wording was inconsistent; to avoid a fairness problem the PUC will correct the documentation and rebid. Commissioners approved rescission and re‑bid by voice vote and asked staff to put the corrected solicitation out immediately.
Kelly said the PUC will strive to minimize these administrative errors going forward and that the rebid is not expected to be a critical‑time project.
