The cost estimate presented to the commission was $18,000,000, reduced from a previous $24,000,000 estimate, with an anticipated 22‑month construction schedule.
Staff noted that the new roof membrane will be compatible with later placement of solar panels, though solar installation is not part of the current project. Commissioners asked about low‑impact design options such as living roofs and whether state rules limit uses atop reservoirs; staff said structural limitations and state regulations constrain immediate options but agreed to consider low‑impact development in future work.
Commissioners moved, seconded and approved the motion to adopt the MND and approve the project by voice vote. Project managers and planning staff were credited for completing the environmental documentation in a compressed timeline.
