The Police Commission on July 7 postponed a decision about reported gifts to an officer who will appear on an HGTV segment, and heard a wide range of public comments on safety, immigration enforcement and other issues.
Staff reported that Officer Darwin was slated to appear on HGTV's My First Place and that the producer had offered a couch, coffee table and rug valued at $2,000 as a token of appreciation. The packet identified the donor as Sarah Finley of High Noon Entertainment, with an address in Centennial, Colorado. Deputy City Attorney Linda Ross asked the commission to "put this over until next week so I can check in into that because I know there are money limits on it," and commissioners approved delaying the item.
Public commenters raised varied issues: one resident urged the Board of Supervisors to ban pit bulls and other vicious breeds from Golden Gate Park and asked for more foot patrols and signage to improve safety; another, Robert Adler, described personal struggles and alleged his pension plan withheld funds and asked for help. Separate commenters made detailed allegations about directed-energy or "mind control" weapons and asked the commission to coordinate with federal agencies; the department received these as public comment but did not endorse the factual claims.
The commission did not vote on the gift; the item was continued so the city attorney can assess applicable gift limits and report back to the commission. The transcript contains inconsistent renderings of the officer's surname (packet lists "Darwin Duvall" in one place and later references "Darwin Naval"); the commission recorded the item as continued pending legal review.
