SFPUC delegates limited interim authority to general manager; commissioners stress policy limits

Deputy City Attorney Noreen Ambrose explained the delegation has two categories: routine department‑head powers already exercised by other department heads, and two specific delegations by the commission — authority to award public works contracts above the administrative threshold when criteria are met and authority to apply for, accept and expend grants only when work is within adopted policies, administrative procedures have been met, and amounts are budgeted.
Commissioners debated the breadth of the delegation and sought assurances it would not permit the general manager to set or implement new policy without a commission vote. Commissioner Hochschild and others said they expect the general manager to distinguish operational implementation from policy decisions; Deputy City Attorney Ambrose and the general manager confirmed the charter and the resolution preserve policy‑making authority for the commission.
The motion to adopt the delegation passed unanimously. Commissioners asked staff to ensure transparency and to return information on any actions taken under the delegation to the next commission.
