SFPUC elects Anne Kane president, FX Crowley vice president; approves procedural change to shift annual election timing

The San Francisco Public Utilities Commission on Sept. 9, 2008 suspended Rule 6 to permit an immediate election of officers and elected Commissioner Anne Kane president and Commissioner FX Crowley vice president.

Commissioners moved to suspend the rules to allow an election at a meeting other than the first regular meeting after January; the motion carried. Commissioner Anne Kane was nominated for president and Commissioner FX Crowley for vice president; after a voice vote the chair announced, "Commissioners Kane is elected president, commissioner Crowley as vice president." (The vote was recorded as "Aye" and the motion carried.)

The commission then discussed Item 5, a proposal to amend Rule 6 of the commission’s rules of order to change the date set for the annual election of officers from the first regular meeting after January to the first regular meeting after August to align the election with appointment dates established by Proposition E (June 2008). Commissioners noted the rules require a 10-day public notice for such a change and staff indicated that, because of that requirement, final action might need to be posted for the next regular meeting; nevertheless a motion to amend Rule 6 was made and the commission voted in favor.

The action changes the timing of officer elections to conform with recent changes in commissioner appointment timing under Proposition E and is intended to ensure officers are chosen after new appointments are completed. The commission did not record roll-call tallies in the transcript beyond the board calling for the question and announcing the motions carried.

The commission moved on to other agenda items after completing the presidential and vice-presidential elections and the rule amendment.
