Inez Frankel, speaking for the Office of Citizen Complaints (sitting in for Director Hicks), briefed the commission on the agency's quarterly caseload.
Frankel said the OCC opened 239 cases and closed 223 during the referenced month, leaving 397 pending. She noted investigator caseloads increased to an average of 26 cases (up from 22) and that the office sustained 16 cases during the first quarter, three of which resulted in charges filed at the commission level. Frankel also reported a decline in mediated cases compared with the previous year and said staffing reductions (one resignation and one retirement) will reduce journey‑level investigators from 17 to 15 effective April 12, with hiring decisions tied to broader budget reductions.
"We're steadily moving forward and increasing our sustained case percentages," she told the commissioners, and said a fuller first‑quarter statistical report from Director Hicks will be presented in April.
