WESA director warns program could run out of funds; mitigation plan in draft

Julie Labonte, director of the WESA program, briefed the commission on three near-term items related to program changes and funding. She said a 30-day notice required by AB 18 23 was reposted to correct filing procedures and that staff will formally respond to comments.
Labonte told the commission that spending has increased and the program expects to need a supplemental appropriation for approximately one year in the order of $400,000,000 to fully encumber construction and partially encumber professional-services contracts. She said February is a key month as several contracts move into construction encumbrances.
Labonte also said a first draft of a mitigation action plan is complete and that she expects to finalize it by January; the plan lists 76 actions to mitigate program risks and several actions are already being implemented.
Commissioners and staff discussed providing programmatic budget summaries in advance of budget hearings to speed review and to focus commission attention on outstanding issues. Deputy General Manager Scott McDonald noted budget staff needs several days to prepare final numbers for the Mayor's Budget Office and the PUC will work to meet the Mayor's submission deadline.
The commission did not vote on the appropriation at this meeting but was given advance notice that a supplemental appropriation request will be placed on a future agenda.
