Harney County adopts Title VI civil‑rights and ADA transit plan for Harney Hub

The Harney Hub board had already reviewed and adopted the plan at the provider level; the county’s adoption is required before submission to the state.
Commissioners asked whether the plan had been reviewed by county counsel; Speaker 1 said it had not yet been submitted to county counsel. Speaker 4 asked what, if anything, had materially changed; Speaker 1 said only minor updates in analysis and that the plan otherwise reflected existing procedures. The plan identifies advisory‑committee makeup and notes a current vacancy for a Native American representative.
Speaker 4 moved to adopt the Title VI plan and Speaker 3 seconded; the court approved the motion by voice vote and will forward the adopted plan to the state for compliance review. The adoption will remain in effect for the next formal planning cycle unless state reviewers request changes.
