Police Commission schedules public briefing on officer-involved shootings, hears OCC year-end report and moves to closed session

At its Dec. 16 meeting the San Francisco Police Commission heard a report from Joyce Hicks, director of the Office of Citizens' Complaints, and took routine calendar and administrative actions including scheduling community meetings and moving into closed session on disciplinary matters.
Hicks reported the OCC had opened 983 cases so far in the year (three fewer than the same period last year), had mediated 76 cases year-to-date and had 393 pending cases for 2009. She said the OCCs investigator staffing (21 investigators) remained constrained in the current budget climate.
Commissioner Vincent Pan requested the commission calendar a public briefing on a draft officer-involved-shootings report covering incidents from 2005 to the chiefs arrival. Commissioners discussed possible dates and agreed staff would distribute a draft to the commission (one week in advance) and schedule a public meeting in the early new year to allow community input.
The commission also reviewed its district-community meeting schedule and agreed to visit the Western Addition (January), Castro/Upper Market (February), Portola in Bayview (March) and Outer Sunset (April), with an emphasis on accessible locations and public notice.
On disciplinary business, staff asked the commission to take certain charges (case ALWC09-208) off the calendar because the member had separated from the department effective Dec. 9. A motion to remove the matter from the docket was moved and seconded and the chair asked for objections; no public comment was recorded on the item in the meeting record.
The commission voted to hold closed session for listed personnel exceptions and pending disciplinary matters under Government Code and Penal Code references. The meeting recessed, held the closed session and returned to open session at about 8:51 p.m. The commission then voted to withhold disclosure of closed-session discussions except for certain statements by the commission. Commissioners reported progress: several of the oldest cases were advanced and three cases reached disposition during the session.
The commission adjourned at 8:54 p.m. for the holidays and said it would reconvene in the new year.
