Members of the public used the commission’s public comment period to ask for policy changes and to raise ethics concerns.
Dr. Nancy Cross said she was cited in the public law library and that the district attorney later moved to dismiss the case because of insufficient evidence. She urged the commission to place a review of police officer conduct and the forms officers use during initial contact on a future agenda, arguing that improved forms would better protect constitutional rights and make the system more acceptable. "I'm asking you to develop new forms that respect the rights of the people and that are more economical to the whole justice and criminal system," Cross said.
A separate, unnamed commenter praised Chief Gascon’s recent media interview as "straightforward and direct" and then raised a concern about Captain Takini, who had been assigned to the taxi detail. The speaker noted that Takini’s wife has a taxi medallion and previously supervised permits in the bureau, and asked assistant chief Lynch to ensure there is no conflict or appearance of favoritism in taxi enforcement. Assistant Chief Lynch later clarified that the taxi detail reports to Deputy Chief Murphy, not Captain Takini.
What happens next: The commission noted the public comments and indicated the request to place police-form policy review on a future agenda was "duly noted." Assistant chief Lynch directed the speaker to the Office of Citizen Complaints for misconduct complaints and clarified the reporting line for the taxi detail.
