Christiana Hayashi, deputy director for Taxis at the Municipal Transportation Agency, commended Sergeant Ron Reynolds and urged the Police Department to fill a memorandum of understanding that would staff the taxi detail with three officers and two clerks so the department can enforce permit requirements and address public‑safety risks from unpermitted vehicles.
Barry Korngold, president of the San Francisco Cab Drivers Association, presented photographs and said cab drivers have effectively funded enforcement through permit fees but the detail has been reduced to a single officer, which he said allows illegal taxi and limo fleets to operate with impunity. Austin Peterson, also with the cab drivers association, described repeated incidents of out‑of‑town cabs picking up fares within San Francisco.
Other public commenters (including Christine Harris and an individual identifying herself as a victim) made claims of organized stalking and electronic weapons used against residents.
