OCC director reports increased closed cases, more sustained findings this year

Joyce Hicks, director of the Office of Citizens' Complaints, presented the office's year-to-date intake and disposition statistics to the Police Commission.
Hicks reported the OCC opened 846 cases year-to-date and closed 862, noting the office has sustained 43 cases so far this year compared with 29 during the same period last year. She said the OCC has no pending cases from 2008 and 379 pending from the current year, which she equated to about 22 cases per investigator. Hicks also reported mediation activity: five mediations facilitated this month and 66 for the year to date.
Hicks attributed some of the change in sustained findings to increased investigator staffing compared with the prior year and said she will present a 90-day update and follow-up benchmarks as requested by commissioners.
