Polk Utilities Commission staff presented steps to consolidate multiple emergency response plans into a single, all‑hazards emergency operations plan and to align those plans with national incident management standards.
Chief Sura said an initial workshop and gaps analysis found roughly 16 separate plans with overlapping content and redundancies, and that a contractor was engaged to perform an impartial gaps review. He told commissioners the goal is to have the consolidated plan be NIMS‑compliant and consistent with the national response protocol, and anticipated having an updated product by July.
Commissioners asked how the PUC would coordinate with the city's Office of Emergency Services. Staff explained that incident command roles are situation‑dependent: for a primarily water incident the utility would assume command, while for a citywide disaster the city's incident commander (for example, Chief Hayes White was cited) would lead and the utility would act as a resource. Staff said the PUC’s department operations center is planned at 525 Golden Gate; the citywide EOC is scheduled at Turk Street with City Hall as the backup.
What’s next: Staff will continue the workshop process, incorporate feedback from other city agencies invited to the workshop, and return with a consolidated, standards‑aligned plan for the commission’s review.
