SFPUC circulates streamlined draft right-of-way encroachment policy for public comment

Gary Dowd, director of Real Estate Services, told the commission the department has drafted a shorter, more user-friendly right-of-way encroachment policy to replace a 1999 draft. The new document is four pages, consolidates procedures, and specifies three special procedures for bisected parcels (pipelines running through private property), municipal uses (parks, playgrounds) and neighborhood landscaping or association uses. Dowd said staff will mail the draft to current encroachment-permit holders, solicit public feedback, return with a full discussion at the December meeting, and would expect commissioners to consider action in January.
Commissioners thanked staff for streamlining the document and asked for the public-notice schedule and outreach to affected property owners. The commission also asked that the draft and notice be circulated in advance of the December hearing so stakeholders have time to review and comment.
