Commission welcomes Vincent Pan and approves March minutes after recusal motion

President Theresa Sparks moved that Commissioner Pan be excluded or recused from approval of the March meeting minutes because he was not a commissioner at the time the minutes were created; the motion was seconded and approved "without objection," allowing the commission to proceed to approve the minutes for March 4 and March 11.
The welcome and procedural approvals concluded and the commission moved on to public comment and reports.
