Residents press for swift action, raise concerns on SROs, station consolidation and training

Multiple community members used the hearing's public-comment period to press city leaders for faster implementation of the PERF recommendations and to raise neighborhood-specific concerns.

Community urgency and trust Speakers from Bayview, the Western Addition, Mission and the Tenderloin described eroded trust and urged that reforms be implemented quickly to address violence and to restore community confidence. One commenter asked that the Police Officers Association be more publicly engaged in the reform conversation.

Precincts, SROs and training Several public commenters and school-district officials highlighted the school-resource officer program. Richard Maggi, director of school operations for the San Francisco Unified School District, cautioned that decentralizing SROs could "dismantle the collaboration" that makes the current model work and urged careful coordination with principals and school administrators.

Tenderloin and neighborhood policing Tenderloin residents and community-watch organizers credited neighborhood stations and community policing with quality-of-life improvements and urged that precinct consolidation not be taken off the table without careful consideration of local impacts.

Training, cultural competency and recruitment Multiple speakers urged more cultural-competency training and expanded bilingual capacity among officers. PERF and several supervisors discussed longer-term recruitment strategies such as cadet programs and mentor systems to develop officers with stronger ties to San Francisco neighborhoods.

What officials promised Supervisors, commissioners and the chief acknowledged the community's concerns; Chief Fong and Controller staff said the steering committee will prioritize actions that can be taken quickly and that the department will continue outreach as implementation planning proceeds.
