OCC reports four new investigators hired, outlines new training program

At the Aug. 13 Police Commission meeting the Office of Citizen Complaints (OCC) reported staffing increases and a new investigator training program.
Director Hicks said budget enhancements gave OCC 18 line investigator positions; four new investigators began work on Aug. 11: Hope Martinez, Candace Miles Threat, Samuel Torres and Gregory Underwood. Hicks described a new, written curriculum and a training committee led by Chief Investigator Charles Gahlman; mediators must complete a 30-hour substantive mediation training and OCC orientation and serve pro bono.
Commissioners praised the new hires and their experience. Commissioner Mazuko called the new investigators' résumés "incredible" and said the hires should yield "quality investigations." Some public commenters, however, urged continued independent oversight, citing past controller report findings and concerns about OCC case resolution.
Hicks said OCC staff have been engaged in an organized training program that includes in-house training, station-based sessions, and academy instruction. The commission asked whether OCC was addressing issues raised in prior controller reports; Hicks said the training committee specifically considered controller recommendations on training organization.
