Police Commission hears update on BEAT foot‑patrols, training and data tracking

Commander Murphy told the commission that captains returned maps and that 10 civilian stakeholders have been identified to review beats and provide input on locations and officer duties. "We have the new HMRS activity tracking form for the officers," he said, and described recent training (June 18) on homeless outreach, solicitation rules and enforcement for beat officers and supervisors.
Murphy said the department is creating electronic daily activity reports that officers will enter, enabling monthly summaries for captains to compare activity across beats and identify deployment gaps. He said a Market Street beat has been established from Eighth and Market to Fourth and Market, with additional officers assigned and full platoon strength on that beat.
Commissioners asked for a future report comparing the number of beats, hours and locations versus the pilot program and prior coverage so the public can see whether beat coverage has increased or been strategically reallocated. Commander Murphy said the stakeholders, captains and officers will review and reach consensus on final maps and hours.
