PUC receives update on GPA Phase 4 renewables; KEPCO contract talks still unresolved

The Guam Public Utilities Commission received an informational update on GPA’s Phase 4 renewable energy acquisition, including awards to KEPCO and CoreTech, but took no action because final contracts were not ready for PUC approval.
GPA staff reported that KEPCO and CoreTech are working with GPA to resolve several contract clauses the Attorney General’s office flagged, and that proponents are negotiating terms necessary for financing and to secure tax‑credit timing. A GPA representative said proponents have asked to place initial equity (about 5% of contract) to lock in their positions while negotiations continue.
Commissioners discussed interconnection agreements, arbitration venue concerns (lenders prefer neutral forums), and the risk that federal tax‑credit changes could affect project economics if contracts are delayed beyond year‑end. GPA staff said they expect a final contract for at least one proponent to be ready for PUC review in the January meeting cycle.
