OCC director reports staffing gains and presents DGO 8.1 audit finding departmental compliance

Office of Citizen Complaints Director Hicks reported to the San Francisco Police Commission that the OCC is moving to fill six investigator vacancies and expects to conclude selection by the end of the month, which would increase line investigators to 18 from 13.
Hicks told the commission the office received 95 complaints in May, described intake channels (walk-ins, mail, phone and referrals from the department), and said the office closed a remaining 2005 backlog case and reduced the 2006 backlog. "In May, 95 complaints were filed with our office," Hicks said. "At such time that all 6 positions are filled, we will have 18 line investigators."
Hicks also presented the Office of Citizen Complaints' annual audit of San Francisco Police Department General Order 8.1 for Jan. 1–Dec. 31, 2007, prepared by Chief Investigator Charles Gollman. The audit reviewed training records, authorizations for investigations and records relating to SID activities, including documentation of the department's role during Major League Baseball All-Star Week. The audit found a single authorized DGO 8.1 investigation during 2007, one approved use of undercover/infiltrators under the order, and no documented violations of the general order. The audit noted that SID documented training completion and that Lieutenant Daniel Mahoney and Inspector Melanda Moore assisted in facilitation of the audit.
The audit also documented interagency coordination during MLB All-Star Week (including FBI, U.S. Marshals Service, Secret Service, DHS and ICE participation) and recorded that SID limited its role to matters relevant to counterfeit merchandise per the documented agreement. Hicks concluded the audit showed efforts toward full compliance with DGO 8.1 and protection of First Amendment rights.
