SFPD reports recent homicide rise, says targeted enforcement shifted patterns

Commander John Murphy briefed the commission on homicide trends and enforcement responses, reporting both concerning increases and some localized reductions tied to targeted operations. Using a year-over-year snapshot, Murphy said that in a recent comparison period the city saw an increase from 24 homicides to 29 (an 18% rise) but noted the department's zone enforcement work coincided with a decrease in homicides inside those enforcement zones.

Murphy described an operational shift in the timing of homicides: the department observed a movement of incidents into daytime hours and cited that roughly half of recent homicides occurred during daytime watch hours. He described case-level work that produced fast responses to at least one recent scene (officers on scene within 80 seconds and firearms recovered within minutes), and he said the department will reconfigure deployment times and boundaries in response to the changing patterns.

SFPD also reported citywide shootings are down about 25% (a metric the department described as an important gauge of violence), even as homicides remain a central concern. Commissioners asked for more detailed statistics on arrests tied to homicides and for follow-up on clearances and case closures; Murphy said those data would need to be compiled and offered to supply additional records on request.

Chief Fong and the command staff described operational steps including a forthcoming Operation Impact and coordination with probation/parole and warrant teams to pursue prolific offenders. Commissioners emphasized coordination with prevention partners (schools, faith-based groups, community organizations) and asked the department to return with additional closure/clearance statistics.
