Why it matters: Commissioners described serious backlogs in disciplinary cases and said the lack of full-time administrative capacity undermines timely resolution. Prosecuting-attorney vacancies at the Office of Citizen Complaints (OCC) were also discussed as an operational pressure that delays case processing.
