Commission adopts revised equipment general order; OCC seeks inclusion of language‑access cards

The Police Commission voted to adopt a revised Department General Order (DGO) 10.02 on equipment. Captain Tony Fotinis described the revision as primarily an update in terminology (specific item names replaced by generic categories) with one substantive change: authorization permitting officers to purchase a type of flat star for off‑duty use at their own expense.
"The only change, really, of significance is the addition of the ... authorization, to allow members of the Department to go out and purchase at their own expense, flat stars, for off duty use," Captain Fotinis said while presenting the updated order to the commission.
Representatives of the Office of Citizen Complaints and several commissioners asked that the language‑access (LEP) identification card and community resource cards be explicitly required equipment or otherwise readily accessible to officers. OCC representative Sammer Amirian said the LEP card functions like a Miranda admonition card in helping officers identify a language need in the field and recommended it be carried by officers. The department and chief’s office explained that language‑access tools and resource guides are addressed in a separate LEP DGO (5.20) planned for a near‑term commission calendar and that many resource cards are already sized for officers' citation books.
Commissioners also discussed the department’s practice of sending proposed DGOs to the POA for meet‑and‑confer; some items are negotiated more formally. After public comment and discussion, the commission approved DGO 10.02 by roll call. The motion carried with a majority; the minutes record one commissioner not recorded in favor.
The department and OCC agreed to share the currently distributed resource cards and LEP materials with the commission ahead of the LEP DGO’s scheduled review, and the department said it would revisit whether specific small cards should be formally listed as required equipment in this or a related DGO.
The approved DGO will appear in the department’s policy list and the LEP general order is tentatively scheduled for the commission’s April 18 meeting.
