Laguna Honda update: plans of correction sent to CMS; public demands clarity on readmissions and oversight

Roland Pickens reported that the Medicare recertification survey conducted in December 2023 resulted in findings for which Laguna Honda drafted plans of correction and submitted them to the California Department of Public Health; those plans have been forwarded to CMS and recertification remains pending. He emphasized the department's continued focus on corrective actions and sustainability.
Pickens also provided an update on residents who no longer require skilled nursing care: since spring 2023 discharge initiatives began, 22 residents have been discharged who no longer required skilled nursing care, and 45 residents presently remain categorized as not requiring skilled nursing care.
Public commenters pressed for greater clarity about how and when Laguna Honda will resume full readmissions, how the sustainability transition plan will operate, outreach to out-of-county residents displaced by the closure period, and whether governance changes or independent oversight are needed in light of ongoing litigation and previous regulatory findings. Callers referenced pending litigation and requested that commissioners review court filings and declarations describing prior compliance failures.
No new recertification decision was announced; staff said they are awaiting CMS review of submitted plans of correction and will continue reporting to the commission.
