Mayor's proposed budget would give DPH roughly $3 billion, keeps COVID response funding while reducing one-time CBO support

Jenny Louie, chief financial officer for the Department of Public Health, presented the mayor's June 1 proposed budget changes for fiscal years 2022—23 and 2023—24. Louie said the proposed DPH budget approaches $3.0 billion, about a $175 million (roughly 6%) increase from the current year, and includes a mix of ongoing and one-time items.

Key elements cited by Louie: continued COVID response funding ($53.7 million in the first year with a $25 million placeholder in the second year), investments to sustain the San Francisco Health Network and ZSFG operations (including $11.6 million for ZSFG staffing), $4.8 million for Laguna Honda staffing and infection-control measures, $3.0 million for HIV prevention, $10.6 million to continue Tenderloin Center operations through December, and funding for community-based organizations'cost-of-doing-business increases.

Louie explained assumptions behind the COVID step-down and noted federal funding reductions (FEMA reimbursement and FMAP adjustments) that affect planning. She described an updated revenue baseline that included potential one-time settlements and FMAP-related increases and laid out next steps: hearings in the Board of Supervisors budget committee on June 16 and 22 and final Board consideration in July.

Commissioners had no questions; Louie said the department will continue to update the commission as the budget process proceeds.
