DPH HR outlines hiring reforms and a successful 44-nurse onboarding pilot

Louanna Kim, chief human resources officer for the Department of Public Health, presented a report on HR initiatives and staffing trends, describing reforms intended to shorten hiring timelines and improve career pathways.
Kim said the department handled roughly 17,600 job applications and manages about 257 unique classifications. She described efforts to simplify examination processes, reduce bias in hiring, expand apprenticeship and career-ladder programs, and create a new Office of Experience to improve interactions for applicants and employees.
As a demonstration of streamlined onboarding, Kim said DPH held an event that onboarded about 44 nurses during a weekend by completing vaccination checks, documentation, fingerprinting, photos, occupational health clearance and other steps in a single session. She said the goal is to move toward a —hire in a day— approach where feasible, while acknowledging structural and union-related constraints may slow change in some classifications.
Commissioners asked about implementation risks, union engagement, and how HR reforms would balance seniority rules and civil-service requirements. Kim and Director Colfax said the department will continue working with unions, the Civil Service Commission and other partners to pilot changes and bring regular updates to the Health Commission.
The presentation included demographic slides comparing DPH employee composition to citywide figures and identified next steps in streamlining examinations and improving data to measure progress.
