In a separate Joint Conference Committee update, Commissioner Guillermo summarized the Nov. 10 Laguna Honda meeting: two leadership hires (chief quality officer and chief nursing officer), the retirement of a long'serving chief medical officer, and the regulatory environment. He raised a systemic concern: discharge-ready residents who have been referred for housing face an average wait time of about 365 days, a backlog that constrains capacity across the system and complicates discharges from acute facilities.
Commissioners emphasized cross-agency coordination with housing and human services partners to address the bottleneck and supported wider review of the food insecurity data.
