DPH director flags Medi-Cal expansion, $420M projected shortfall and clinic renovation plans

Director of Health Grant Colfax opened the meeting with several policy and operations highlights. He said the state authorized expanded Medi-Cal coverage that includes undocumented young adults (the presentation referenced coverage "up to age 26" and the 2019-20 budget language for ages 19 through 25) and that enrollment under the expansion began Jan. 1.
Colfax said the city projects approximately a $420 million budget shortfall over upcoming years on an annual budget of roughly $6 billion and that the mayor has directed department heads to prioritize funding for housing, shelter and services for people living on the streets. He said DPH will return with budget proposals in February and seek commission guidance as part of the normal budget review process.
Colfax also described planned facility improvements at three neighborhood clinics that serve more than 12,000 San Franciscans: the Maxine Hall Health Center (Western Addition), the Castro Mission Health Center (Castro) and Southeast Health Center (Bayview). He called physical clinic environments an important component of care quality and said renovations will proceed this year.
