Eric Raffin, DPH chief information officer, told the Health Commission on Oct. 1 that the department's Epic electronic health record go‑live (Aug. 3) has issued credentials to more than 8,800 users and joined a health information exchange that connects the department with roughly 215 other health organizations.
Raffin said more than 1,500 clients already use MyChart and that the wave 1 implementation consolidated 21 legacy systems. He described early governance, stabilization and optimization phases: thousands of issues reported during go‑live have been closed and the department is working on more complex workflow issues to align people, process and technology. He said the team expects to be "back on course" for regulatory reporting and value‑based measures within 30 to 60 days once data validation concludes.
Raffin also highlighted practical returns: near‑real‑time dashboards are available out of the box, Epic supports mobile access and third‑party partners can now exchange records under the platform's trust framework. Commissioners asked about help‑desk response times and support for Laguna Honda and behavioral health systems; Raffin said initial phone pickup times are under two minutes and that behavioral health is planned for a later wave.
Next steps: continue stabilization, optimize Epic configuration, decommission legacy systems on a schedule tied to the fiscal year, and scope wave 2 and wave 3 deployments (including behavioral health and other domain work).
