Ron Wygelt, DPH director of human resources, introduced new HR staff and summarized the department's human-resources activities linked to the EPIC installation. He said HR has expanded EEO and disability-accommodation staffing (from 3 to 10), is conducting targeted recruiting and career-coaching work, and is preparing to negotiate vacation blackout dates with unions to accommodate widespread training.
Wygelt said the department will need to restrict vacation between early May and September to ensure staff availability for 300 online modules and approximately 100 in-person courses tied to EPIC training. He said bargaining and negotiations with unions will be required to implement any formal blackout period and that HR is working to schedule and align training modules in the learning system.
Wygelt also covered workforce analytics, leave administration improvements and recruitment channels for historically underrepresented groups. He said HR will return with benchmarked analytics and demographic comparisons for future reports.
Next steps: HR will negotiate vacation restrictions with unions as needed, finalize training scheduling and provide demographic benchmarks in subsequent reports to the commission.
