DPH human resources reports shorter hiring timelines, rising evaluations and staffing initiatives

Ron Weigel, director of Human Resources for the Department of Public Health, presented an annual overview of HR operations, recruitment trends and workforce development initiatives.
Weigel said the department has authority for tens of thousands of budgeted position classifications and conducted hundreds of recruitments (the merit section conducted 435 recruitments in the cited period). He said the department is pursuing an FTE-neutral budget this year and has added recruiters to respond to a tightening labor market.
Weigel highlighted work to shorten hiring timelines and to convert temporary nurses to permanent positions; he told commissioners the department achieved a target of roughly 90 days for RN hiring through process improvements. Completed performance evaluations rose from about 2,900 in 2014 to nearly 4,800 in the most recent year, and the HR team is preparing a new employee engagement survey. The HR director also described leave-management units, ADA accommodation caseloads (317 active cases managed by two staff) and plans to add resources to accommodate that volume.
Commissioners asked about turnover (Weigel estimated about 7 percent but said final figures require further data work), the influence of the Affordable Care Act on hiring demand, partnerships with local nursing schools and pipeline programs (UC, USF, community colleges) and the need for additional HR indicators focused on retention and sick‑leave patterns in future reports. Weigel said HR is coordinating with IT and EHR project teams to plan for staffing impacts related to system upgrades.
The commission did not receive public comment on the HR item and thanked staff for the comprehensive update.
