Supervisors approve UCSF research building at ZSFG; Health Commission raises parking and access concerns

"We got all 11 votes for approving the UCSF Research Center on the ZSFG campus," Director Garcia said, and she described the new facility as roughly 175,000 square feet with an approximate $200,000,000 cost (as presented at the meeting).
Commissioners pressed staff on how parking and patient access would be managed. Garcia said UCSF has agreed to provide 130 parking spaces and mitigation funding; department staff are developing a plan to prioritize patient parking and to consider whether the garage can be expanded in the future. Commissioners and staff agreed that parking remains a separate issue from the project approval and that the financial package for any garage expansion remains under discussion.
One commissioner raised informal reports about a possible helipad; Garcia said she had not heard of a plan to add a helipad and noted logistical constraints related to railroad crossings and congestion.
Director Garcia acknowledged staff and partner negotiators, including Mark Primo and Colleen Pachala, for their work on the multi‑party agreement over three years.
The commission did not take separate formal action on the UCSF project at this meeting; the item was noted in the director’s report and parking mitigation work will return to the department and commission when more detailed financing options are available.
