San Francisco Department of Public Health staff briefed the Health Commission on progress evaluating a potential partnership with UCSF to adopt an EPIC electronic health-record (EHR) system.
Director Garcia told the commission that the department is "now reviewing their proposals" from UCSF and that staff have contingency plans if the partnership proves unaffordable. Greg Wagner, the department's Chief Financial Officer, said UCSF submitted an initial draft on Sept. 15 and is scheduled to provide a revised proposal on Oct. 15. Wagner said the department aims to complete contract negotiations with UCSF by Jan. 15, 2017 if it proceeds, while recognizing the date is an internal target and not legally binding.
Commissioners asked for guidance on oversight priorities they should track while the department evaluates cost and functionality. Staff said forthcoming commission updates will include more detail about cost modeling, areas where UCSF's system may require modifications to meet departmental needs, and potential phasing options for implementation. The department emphasized two immediate focal points: identifying "no-go" functional gaps and clarifying total costs and duplication of effort across systems.
The commission asked staff to return with a fuller briefing (scheduled updates noted for January) that would include clinical leaders and implementation staff to answer technical questions and oversight checkpoints.
No formal decision was made at the meeting; staff committed to keeping the commission apprised as the procurement review continues.
