Chama, representing the Laguna Honda Gift Fund Management Committee, presented the proposed FY2016–17 budget of $297,000 and explained that line items generally matched prior years. She told commissioners the budget includes $10,000 for assistive technology drawn from a recent $100,000 donation from Molly Flechner that was designated for assistive technology equipment and services.
Chama explained last year’s actual expenditures to date were substantially lower than the prior year’s budget because the year was not yet closed and several donor‑funded projects experienced mayor’s office approval delays. Commissioners asked how the gift fund decides line items and whether donor restrictions are respected; Chama said each donor contribution is tracked by grant code and that some grant codes (for example, the positive care program) were depleted, which explains the apparent reduction to a $3,000 line item for that program while services would continue funded from other codes.
The commission took public comment on the item; Dr. Derek Kerr reiterated concerns about disclosure of Laguna Honda matters at the Laguna Honda Joint Conference Committee. After public comment and brief discussion, the commission moved and approved the budget by voice vote.
Separately, the Finance & Planning Committee had placed a new Environmental Logistic contract for $1,792,000 (08/01/2016–06/30/2025) on the consent calendar; the consent calendar passed by voice vote earlier in the meeting.
