Health Commission approves DPH 2016 state and federal legislative plans with additions on housing and Prop 47

Anika Choudhary of the Office of Policy and Planning presented the Department of Public Health's 2016 state and federal legislative plans and the process by which they were developed and incorporated into citywide advocacy.
Choudhary summarized key priorities for 2016: continuing Affordable Care Act implementation support, tracking Medi-Cal and Medicaid waiver implementation (she said the waiver's special terms and conditions were signed Dec. 31), monitoring Drug Medi-Cal organized delivery system rollout (San Francisco is in the first cohort), following tobacco and e-cigarette regulation proposals, and advocating for resources for public-health core functions and supportive housing.
Commissioner discussion added specific requests: adjust MHSA (Prop 63) funding-formula concerns that limit San Francisco's share, explicitly link Prop 47 implementation language to recidivism-reduction goals, and add housing considerations tied to mental-health funding. Commissioners also urged the department to monitor powdered alcohol and to continue tracking Drug Medi-Cal implementation. Staff agreed to add the suggested clarifications.
The commission moved, seconded and approved the plans unanimously by voice vote with the discussed additions.
